Legal Alert: Ban on payments from players to foreign gambling companies


In June 2025, Presidential Decree No. 226 dated 06.06.2025 (Decree No. 226) approved new rules for the gambling sector.

OVERVIEW OF KEY CHANGES 

Ban on international payments

One of the key changes is the prohibition for Belarusian banks and non-bank financial institutions (NBFIs) to process payments from individuals in favor of gambling operators licensed abroad.
Any attempts to carry out transactions in favor of such operators will be declined by the bank.
Individuals are prohibited from entering into prize agreements if funds are to be transferred to foreign banks on behalf of foreign gambling operators with foreign licenses. 

Advertising ban

Decree No. 226 prohibits distribution of information about online gambling that violates gambling legislation.

Limit on number of player accounts

A limit will be set on the number of gaming accounts per visitor in Virtual Gambling Establishments (VGEs) – no more than one account per player.

Abolition of approval of gambling rules

Once Decree No. 226 comes into effect, prior approval of gambling rules by the Ministry of Taxes and Duties (MTD) will no longer be required. Instead, the rules will be approved by the organizers themselves.
However, the approved rules must be uploaded to a special computerized cashier system, which ensures control over gambling turnover, within 2 days of approval. 

Identification and verification of participants

Gambling organizers in VGEs must ensure that players go through identification, data verification, and multi-factor authentication to access gambling platforms. The specific methods of identification and verification will be defined by the organizers in their internal rules. Both online registration and in-person identification in a gambling establishment are allowed to collect accurate identification data.

Extension of video storage period and ban on recording

Срок хранения записей с систем видеонаблюдения увеличен до 60 суток.
Также ранее запрещалось вести кино-, фото- и видеосъемку посетителей игорных заведений без их согласия и согласия должностных лиц игорных заведений.
После вступления в силу Указа №226 любая кино-, фото- и видеосъемка в игорных заведениях будет запрещена.
Указанные ограничения вступают в силу с 06.03.2026 года.

The storage period for surveillance recordings is extended to 60 days.
Previously, filming or photographing visitors of gambling establishments without their consent and the consent of authorized staff was prohibited.
After the entry into force of Decree No. 226, any filming, photography, or video recording in gambling establishments will be entirely prohibited.
These restrictions will take effect from March 6, 2026.
